Health authorities across the globe are tightening enforcement limits on the widely used sedative-hypnotic drug, Paxil, after it emerged that its manufacturer, Teva Pharmaceuticals, had engaged in a criminal gang-like conspiracy to rob the nation's medical examiner's office of more than 100 million pills.
The company, based in the Netherlands, is supplying medicine to more than 200 doctors and pharmacists, including a doctor at a training center in India and a pharmacist in the United Kingdom.
A gang of drug dealers that was allegedly planning to smuggle the drugs into the United States, China and India has also come under fire from US and EU authorities. "We're not in a hurry to do anything. If we did anything, we would kill people," said one US doctor. "But if we had done anything, we would die."
Paxil, which is used to treat depression and generalized anxiety disorders, has been linked to some deaths in the US and other countries. The drug, which is in a class of antidepressants called selective serotonin reuptake inhibitors (SSRIs), has been nicknamed "the drug of the week" by some health care professionals.
"It's quite a bit more dangerous than the SSRI antidepressants," said Dr. Michael J. Anon, a senior director of clinical services at the National Institute of Mental Health. "The US is the first country to approve this drug."
The FDA, the US arm of the FDA, has warned the US market of Paxil's risks in the past month. "We have to be very careful," Dr. Anon told The Associated Press. "I've seen some patients die with Paxil. They were prescribed it for depression. But there's a lot of deaths."
The FDA has also warned against the sale of Paxil to patients with heart problems, or who may have suffered a heart attack or stroke in the past year, or who have been taking other drugs that affect heart rate or blood pressure.
A study published in the journal Clinical Psychiatry said doctors should consider prescribing the drug after a patient's symptoms had progressed to the point of being "inadvisable."
The FDA warned that it was "appropriate to take such serious risks" when prescribing Paxil to patients with a history of stroke or heart attack, severe liver or kidney problems, or who are at high risk for these events.
The FDA had been investigating the deaths of some patients whose prescriptions were restricted by the drug.
The FDA said it would not recommend Paxil to patients who had had heart attacks or stroke in the past year.
The drug is used to treat depression and generalized anxiety disorders. It has also been used to treat insomnia and anxiety.
Dr. Thomas P. Anon, a clinical professor at the University of California, Los Angeles, and the lead investigator of the study, said the FDA had been working on a plan to educate physicians about the drug.
"I think it's very important that physicians and patients understand the risks involved with this drug," he said.
"They need to be very aware of the effects and side effects of this drug," Dr. Anon added.
In India, the FDA has not recommended Paxil to patients with a history of heart problems. However, it has warned patients to report any heart-related symptoms to a doctor if they do not feel well.
The FDA's latest warning comes as the drug's sales are on the rise, as the drug was launched in 2010, following the launch of a similar drug called Cymbalta.
The US and Europe have begun to stockpile drugs for the anxiety and depression side effects, as well as for sleep problems, and are also stockpiling drugs for other conditions.
The World Health Organization estimates that 1.9 billion deaths occur each year as people seek help from doctors.
